Desde Setembro que o Douro, esse "espaço de eleição", regressou às páginas dos jornais e às temáticas das conferências. Comemoram-se os 250 anos de um acto político de D. José, inspirado pelo Marquês de Pombal a criação no Douro de uma das primeiras zonas vinícolas de denominação de origem controlada.
Vale a pena comemorar? Penso que sim, porque os actos de clarividência política - que por cá tendem a escassear - merecem celebração. E porque, independentemente das vicissitudes e abusos historicamente registados ao abrigo daquela decisão inicial, nela reside a origem de um dos poucos produtos de excelência em que Portugal integra a elite mundial mais qualificada; não vale a pena citar os prémios internacionais, os "vintage" míticos, a crescente afirmação nos mercados mais exigentes ou o saber acumulado e combinado de produtores e enólogos para se perceber que temos no Douro um (infelizmente) raríssimo exemplo nacional de "cluster" de competitividade mundial.
Dois séculos e meio passados, aquela decisão inicial não só gerou uma sustentada excelência do vinho como, à laia de benefício colateral, criou uma paisagem única, de beleza e majestade suficientemente marcantes para merecer, em 2001, o galardão de património mundial da UNESCO. Actualmente, os que muito justamente receiam a excessiva dependência em relação à monocultura do vinho, paralelamente são levados a reconhecer o óbvio potencial, ao mesmo tempo complementar e alternativo, que hoje representa o turismo de qualidade, sendo já vários os empreendimentos que se vão consolidando, confirmando a existência desse novo filão. Mas a comemoração propicia também um olhar mais atento sobre o Douro, o qual suscita dois outros sentimentos, um de perplexidade e outro de risco. O primeiro resulta do constrangimento provocado, perante tal realidade, pela persistência de uma pobreza estrutural talvez mais do que há 250 anos, os pouco mais de 200.000 habitantes do Douro estão entre os mais pobres e menos instruídos do País, são 30% mais velhos do que a média nacional e têm um poder de compra equivalente a 39% do de um habitante da capital; o que os leva a, talvez por isso mesmo, abandonarem o Douro, nas últimas duas décadas à razão de quase cinco habitantes por dia. Será este território um buraco negro esquecido entre as prioridades das nossas políticas públicas? Diria que a questão não se coloca assim; ela é de outro foro, que o presente espaço não permite tratar: é que é quase impossível que 21 concelhos pobres - com menos habitantes que a maioria das freguesias das grandes urbes, ameaçados de envelhecimento e despovoamento, repartidos por quatro Agrupamentos de Concelhos pertencentes a quatro Distritos - consigam, apesar dos esforços de coordenação sem instrumentos da CCDRN, tirar proveito suficiente da proliferação de programas, interlocutores, serviços desconcentrados e políticas nacionais (turismo, agricultura, cultura, estradas e caminhos-de-ferro, ambiente, educação, saúde, etc.) centralmente definidos e incidindo desarticuladamente, na maioria dos casos, sobre o seu frágil território. |
